  El trabajo responde a la necesidad de realizar la fundamentación teórica que sirva de base para la preparación de un sistema de gestión para el desarrollo del talento humano en condiciones de un país de bajo nivel de desarrollo, como es el caso de Guinea Ecuatorial, centrando la atención en el factor humano, motivo por el cual, el tema escogido es: Los fundamentos teóricos para preparar un Sistema de Gestión del Desarrollo del Talento Humano. La importancia del trabajo radica en la necesidad de formar adecuadamente al talento humano en Guinea Ecuatorial, país que presenta deformaciones estructurales heredadas del periodo colonial, en aras de lograr su transformación hacia un país emergente. La pregunta problémica es: ¿Cuáles son los fundamentos teóricos necesarios para desarrollar un Sistema de Gestión para el Desarrollo del Talento Humano (SGDTH) en Guinea Ecuatorial que propicie una mayor presencia de su fuerza laboral en el mercado nacional de empleo? Objetivo general: Fundamentar teóricamente el proceso de gestión para el desarrollo del talento humano y su incidencia en el incremento la presencia de la fuerza de trabajo nacional en el mercado laboral de Guinea Ecuatorial.

  The work responds to the necessity of basing the preparation of an administration system theoretically for the development of the human talent under conditions of a country of low development level, like it is the case of Equatorial Guinea, centering the attention in the human factor, reason for the one which, the chosen topic is: The theoretical fundamentals to use a Management System of the Development of the Human Talent. The importance of the work resides in the necessity of forming appropriately to the human talent in Equatorial Guinea, country that presents inherited structural deformations of the colonial period, for the sake of achieving its transformation toward an emergent country. The investigation Problem is: Which are the necessary theoretical foundations to develop a System of Administration for the Development of the Human Talent (SGDTH) in Equatorial Guinea?  General objective: To base the management process theoretically for the development of the human talent and their incidence in the increment the presence of the force of national work in the labor market of Equatorial Guinea.
