Resumen de «Meglio soli che male accompagnati»? Se e come riproporre il disegno di legge Zan

Salvatore Berlingo

  • This paper examines the recent Zan Bill, which was voted down by the Italian Parliament. First of all, the main religious and secular instances in favour of a legislative intervention on homotransfobia are recalled, followed by an analysis of the relevant symbolic significance of such a legislative initiative. The content of the bill is then compared with the main case law and norms that already affect − directly or not − the delicate issue of discrimination on grounds of sexual orientation and gender identity. The author finally offers suggestions for a reproposal of the Zan Bill, focusing on positive actions of prevention and/or socio-cultural promotion and on the contribution of school education on tolerance and cultural pluralism in contemporary democracies.
