Resumen de O Gasto Governamental com a Seguridade Social Brasileira: uma análise à luz da Teoria da Escolha Pública e da corrente de pensamento Marxista

The present study has as objective to analyze the execution of public expenditure in social functions that compose social security, at the light of the Public Choice Theory and the Marxist current of thought. The research is explanatory with quantitative character. To handle the research, the behavior of government expenditures was analyzed, in the healthcare, social service and social security, in period from 2002 to 2018, comprehended five political cycles. From the analysis was identify that the opportunist behavior of the ruler may be observed in the increase of expenditure in electoral years with decrease in the following years. However, the expenditure increase indicator has not presented significant increase. The Kruskal-Wallis analysis it is confirmed that political cycles influence government expenditures, though they present similar statistical behavior

O presente estudo tem como objetivo analisar a execução do gasto público nas funções sociais que compõem a seguridade social, à luz da Teoria da Escolha Pública e da corrente de pensamento Marxista. A pesquisa é exploratória com caráter quantitativo. Para tratar a questão de pesquisa, foi analisado o comportamento dos gastos governamentais, nas funções saúde, assistência social e previdência social, no período de 2002 a 2018, o qual compreendeu cinco ciclos políticos. Da análise, identificou-se que o comportamento oportunista do governante pode ser observado diante do indicador de crescimento do gasto em anos eleitorais com queda nos anos seguintes. O indicador de crescimento dos gastos não apresentou considerável crescimento. O teste Kruskal-Wallis confirmou que os ciclos políticos influenciam nos gastos governamentais, posto que apresentam comportamento estatisticamente semelhantes.
