A investigação dos homicídios no Brasil: uma realidade paradoxal

    Este artigo tem o objetivo de compreender a relação entre o trabalho da polícia civil e a atuação de grupos criminais na gestão dos homicídios em uma região específica do Brasil, partindo do estudo sistemático de uma investigação de homicídio em uma Área Integrada de Segurança Pública – AISP. Busca-se, a partir da análise de material qualitativo e quantitativo, e sobretudo da trajetória de Arthur, um homicida contumaz atuando em área de facções criminais, produzir uma descrição pormenorizada do fluxo de homicídios e da investigação de homicídios ocorridos nessa região. Trata-se de uma exposição sintética, que, de um lado, evidencia o trabalho da Polícia Judiciária em seu papel de apurar os homicídios e, em contraste, de outro lado, a primazia do universo criminal controlando as práticas homicidas da região. Suportado por uma observação participante realizada entre 2016 e 2019, foram levantados dados registrados nas unidades policiais e observados inquéritos policiais de homicídios junto ao Departamento de Homicídios e Proteção à Pessoa - DHPP. Argumento que os homicídios e a investigação nos levam a uma reflexão sobre a realidade paradoxal da vida nessas comunidades, destacada no texto.

    This article aims to understand the relationship between the work of the civil police and the role of criminal groups in the management of homicides in a specific region of Brazil, based on the systematic study of a homicide investigation in an Integrated Public Security Area – AISP. Based on the analysis of qualitative and quantitative material, and especially Arthur’s trajectory, a persistent murderer working in the area of criminal factions, to produce a detailed description of the flow of homicides and the investigation of homicides that occurred in that region. It is a synthetic exhibition, which on the one hand, highlights the work of the Judiciary Police in its role in investigating homicides and in contrast, on the other hand, the primacy of the criminal universe controlling the homicidal practices in the region. Supported by a participant observation carried out between 2016 and 2019, data were collected from police units and police investigations of homicides were observed with the DHPP. I argue that homicides and investigation lead us to reflect on the paradoxical reality of life in these communities, highlighted in the text.
