La necesidad de repensar el planeamiento urbanístico y territorial

    El planeamiento urbanístico español presenta evidentes síntomas de fatiga y envejecimien-to, unos síntomas que se han ido manifestando de manera especial a lo largo de los últimos años y que han emergido con rotundidad, con los profundos cambios a los que hemos asistido con el nuevo siglo. El presente trabajo, promueve una renovada mirada sobre el urbanismo, que propone el necesa-rio cambio y actualización de los pilares básicos que han sustentado el instrumental y el contenido de las herramientas principales del urbanismo español, que han sido la base de su regulación y ordena-ción más reciente y que a todas luces se ha demostrado desfasadas, inadecuadas, rígidas, obsoletas y hasta cierto punto contrarias al propio principio y finalidad que persiguen.

    Spanish Urban Planning presents evident symptoms of fatigue and aging, symptoms that have been shown in a special way over the last few years, and that have clearly emerged with the profound changes that we have witnessed with the new century. The present paper promotes a re-newed look at Urban Planning, proposing the necessary changes and updates of the basic pillars that have supported the instrumental and the content of the main tools of Spanish Urban Planning, which have been the basis of its recent regulation and management, and that clearly have shown to beoutdated, inadequate, rigid, obsolete and –to a certain extent– contrary to the principles and pur-poses that they pursue.
