Resumen de Análisis comparativo de las normativas de España y Colombia en la protección activa y pasiva contra incendio en el diseño y construcción de hoteles

Este estudio pretende despertar el interés general, mediante un análisis comparativo, entre un país desarrollado como España y otro en vía de desarrollo como Colombia, de todo lo referente a la Protección contra Incendios en los establecimientos hoteleros. Intentaremos demostrar los niveles de seguridad en cada país y cuales son los contenidos existentes que proporcionan las Normativas y Reglamentaciones vigentes en cada uno.
El desarrollo del trabajo permitió, entre otros, determinar la tendencia y enfoque que rige a cada normativa, encontrando además las Legislaciones y/o Reales Decretos en que se apoyan.
Dentro del análisis de los requerimientos de Protección Pasiva y Activa se encontraron omisiones, semejanzas, diferencias y/o aspectos complementarios entre ellas, lo que brindó los elementos de juicio para redactar las conclusiones finales.
Entre las conclusiones y recomendaciones obtenidas de la evaluación anterior podemos destacar:
Es aconsejable implementar el capítulo “Edificaciones existentes y de Nueva Construcción” en la normativa colombiana, teniendo en cuenta que existen establecimientos hoteleros que datan de fechas muy antiguas y que, seguramente, no contarán con un adecuado sistema de Protección contra Incendio.
La carga combustible en un hotel es muy alta, no sólo en lo relativo a materiales de construcción sino también al mobiliario utilizado, zonas de riesgo especial, maquinaria, equipos, causas de ignición, etc. Debe pensarse en la utilización de nuevos materiales, tanto para los elementos estructurales como de construcción, de tal forma que minimicen el potencial calorífico que presentan los materiales tradicionales.
La implementación de las medidas de Protección contra Incendio es un principio que debe aplicarse desde la concepción misma del proyecto.
Se recomienda la realización de auditorias para corregir las deficiencias existentes así como reafirmar y mejorar la política y la normativa de Protección contra Incendio.

This research pretends to focus the general attention, through a comparative analysis, between a developed country such Spain and in other developing country like Colombia, about everything related with the Fire Protection in the hotel industry.
We will try to demonstrate the safety standards and the contents that provide the Regulations in force in each of these countries.
The development of this research allowed, into another points, to determine the tendency and focus that enforce each regulation. Finding also the Legislations and Legitimate support in which they are supported.
Within the analysis of the requirements of Passive and Active Protection omissions, similarities, differences and complementary aspects were found, which provided the judgement elements for to come up with the final conclusions.
Inside the conclusions and recommendations obtained about this evaluation we can point out the following:
It is advisable to implement the chapter “Existing buildings and New Construction” in the Colombian regulation, keeping in mind that there are hotel buildings built many years ago, in fact the most of them do not have an adequate system of Fire Protection.
Hotels have a high level of ignition potential, not only related to the construction materials but also the furniture used, special risk areas, machinery, equipments, ignition causes, etc. It is crucial to think in the use of new materials for the structural and construction elements. The purpose will be to minimize the ignition potential that traditional materials have.
The implementation of Fire Safety Protection is a concept that must be applied since the conception of project itself.
It recommends to follow-up inspection in order to correct any existing deficiencies, also to adjust and to improve the politic and the Fire Protection Regulation.
