    Este artículo tiene como objetivo Identificar los antecedentes históricos de la controversia jurídica de delimitación marítima entre Colombia y Nicaragua, así como las problemáticas en la Gestión Ambiental de la Reserva Biosfera Seaflower,  a partir del Método institucional de la Ciencia Política , que permite entender los antecedentes del diferendo limítrofe entre estos dos Estados más allá de los instrumentos de Derecho Internacional Público y de los Tratados Bilaterales que se celebraron en su momento para adjudicar la Soberanía sobre la Costa de Mosquitos a favor de Nicaragua y del Archipiélago de San Andrés Providencia y Santa Catalina a favor de Colombia. Así las cosas, este texto no se limita solo a la descripción de hechos históricos, sino que hace una hermenéutica de las relaciones de poder entre Colombia y Nicaragua y su disputa por el Archipiélago de San Andrés, Providencia y Santa Catalina, además se centra en la importancia ambiental del área marina protegida declarada Reserva Biósfera Seaflower por la UNESCO en el año 2000, permitiendo evidenciar como resultado y conclusiones que tanto Nicaragua como Colombia deben trascender de un asunto limítrofe a la creación de una Reserva Biósfera Transfronteriza de importancia para el Caribe y el mundo, a partir de la Estrategia de Sevilla + 20.

    The objective of this article is to identify the historical background of the legal controversy of maritime delimitation between Colombia and Nicaragua, as well as the problems in the Environmental Management of the Seaflower Biosphere Reserve, based on the Institutional Method of Political Science, which allows us to understand the background. of the boundary dispute between these two States beyond the instruments of Public International Law and the Bilateral Treaties that were concluded at the time to award Sovereignty over the Mosquito Coast in favor of Nicaragua and the Archipelago of San Andrés Providencia and Santa Catalina A favor from Colombia. Thus, this text is not limited only to the description of historical events, but rather makes a hermeneutic of the power relations between Colombia and Nicaragua and their dispute over the Archipelago of San Andrés, Providencia and Santa Catalina, also focuses on the environmental importance of the marine protected area declared a Seaflower Biosphere Reserve by UNESCO in the year 2000, making it possible to demonstrate as a result and conclusions that both Nicaragua and Colombia must transcend a border issue to the creation of a Transboundary Biosphere Reserve of importance for the Caribbean and the world, from the Seville Strategy + 20.
