Seguridad y salud pública en México: su interacción tratándose de la violencia hacia la mujer

    En el presente artículo se exponen las diferentes etapas que ha recorrido la seguridad en México, en pro de su mejora, debido a que el Estado tiene la obligación de garantizar la paz social. De tal manera que, mediante la Reforma Constitucional del 2008 denominada: “De seguridad y justicia”, se contempló procurar el bienestar común y la solidaridad. Adicionalmente, con la reforma Constitucional de 2011, se instituyó el Sistema de Seguridad y Justicia con una visión garantista, debido a la proyección del respeto de los Derechos Humanos de los intervinientes en el conflicto criminal. Posteriormente, en el Plan Nacional de Paz y Seguridad 2018-2024, se plantean seis ejes que pretenden brindar mayor seguridad y justicia a la nación, a saber: 1. Estrategias anticorrupción, 2. Combate al delito con la Guardia Nacional, 3. Fortalecimiento de las Policías municipales y estatales, 4. Fortalecimiento del Sistema de Justicia Cívica, 5. Garantizar empleo, salud y bienestar, y 6. Pleno respeto y promoción a los Derechos Humanos.

    De la misma manera, se analiza el tema de la violencia contra la mujer (en aumento), como un problema de Salud Pública, por el impacto de las acciones constitutivas de dicho delito, toda vez que, no basta la atención clínica a las víctimas, más aun, interesa saber el impacto del daño causado en ellas no solo en su ámbito personal (privado), sino también en la vida en sociedad, por constituirse la mujer un pilar de la familia y de la sociedad.

    In this article, the different stages that security has gone through in Mexico are exposed, in favor of its improvement, because the State has the obligation to guarantee social peace. In such a way that, through the Constitutional Reform of 2008 called: "Of security and justice", it was contemplated to seek the common welfare and solidarity. Additionally, with the Constitutional reform of 2011, the Security and Justice System was instituted with a guarantee vision, due to the projection of respect for the Human Rights of those involved in the criminal conflict. Subsequently, in the National Plan for Peace and Security 2018-2024, six axes are proposed that aim to provide greater security and justice to the nation, namely: 1. Anti-corruption strategies, 2. Fighting crime with the National Guard, 3. Strengthening of municipal and state police, 4. Strengthening of the Civic Justice System, 5. Guaranteeing employment, health and well-being, and 6. Full respect and promotion of Human Rights.

    In the same way, the issue of violence against women (increasing) is analyzed, as a Public Health problem, due to the impact of the actions constituting said crime, since clinical care for victims is not enough. Furthermore, it is interesting to know the impact of the damage caused to them not only in their personal (private) sphere, but also in life in society, since women are a pillar of the family and of society.
