    Derecho de sufragio y participación política están, en teoría, íntimamente vinculados. Son o deberían ser, en cierto modo, directamente proporcionales. No ha sido ese el caso del Perú en los dos últimos siglos. La extensión del sufragio, por paradoja, redujo la participación popular y la libertad del lector. El voto de los analfabetos, lejos de permitirles una mayor participación en la vida política del país, aumentó el poder de los gamonales.

    The right to vote and political participation are, in theory, intimately linked. They are or should be, in a certain way, directly proportional. This has not been the case in Peru in the last two centuries. The extension of suffrage, paradoxically, reduced popular participation and the freedom of the reader. The vote of the illiterate, far from allowing them a greater participation in the political life of the country, increased the power of the gamonales.
