Histórico das políticas públicas de turismo no Litoral Piauiense – Brasil

    This article aims to contextualize and analyze the insertion of Piauí in the scenario of tourism public policies implemented in Brazil since the creation of the Ministry of Tourism in 2002. In Brazil efforts have been imposed to implement Public Policies in order to foster, increase, organize and disseminate tourism, by the federal, state and municipal governments in a sustainable way in the various Brazilian regions. The government argument is that tourism will be effective in reducing regional inequalities and social disparities, in addition to ensuring the conservation of natural resources. In this article the Route of Emotions will be analyzed, which includes the Jericoacoara National Park - Ceará, Delta do Parnaíba - Piauí and Lençóis Maranhenses National Park - Maranhão. The methods go through the documentary, bibliographical and empirical analysis in the recent Public Policies of Tourism in Brazil with a reflection on the territorial geographical context before the extension of the services that tourism covers regarding sustainable development. The article presents the Route of Emotions, a panorama of tourism in the world, history of Public Tourism Policies in Brazil and the final considerations. It is considered that tourism contributes to territorial development since it is planned, and that the Route of Emotions may be an example of integrated regional development between the states of Ceará, Piauí and Maranhão.

    A presente artigo visa contextualizar a analisar a inserção do Piauí no cenário das políticas públicas de turismo implantadas no Brasil desde a criação do Ministério do Turismo em 2002. No Brasil foram impostos esforços para implementar Políticas Públicas com o objetivo de fomentar, incrementar, organizar e divulgar o turismo, por parte dos governos federal, estaduais e municipais de forma sustentável nas diversas regiões brasileiras. O argumento governamental é que o turismo será eficaz na redução das desigualdades regionais e das disparidades sociais, além de assegurar a conservação dos recursos naturais. No presente artigo será analisada a Rota das Emoções que compreende o Parque Nacional de Jericoacoara - Ceará, Delta do Parnaíba - Piauí e Parque Nacional dos Lençóis Maranhenses - Maranhão. Os métodos perpassam pela análise documental, bibliográfica e empírica nas recentes Políticas Públicas de Turismo do Brasil com uma reflexão sobre o contexto territorial geográfica perante a extensão dos serviços que o turismo abrange referente ao desenvolvimento sustentável. No artigo apresenta-se a Rota das Emoções, um panorama do turismo no mundo, histórico das Políticas Públicas de Turismo no Brasil e as considerações finais. Considera-se que o turismo contribui para o desenvolvimento territorial desde que seja planejado, sendo que a Rota das Emoções poderá ser o exemplo de desenvolvimento regional integrado entre os estados do Ceará, Piauí e Maranhão.

    In Brazil efforts were made to implement Public Policies with the objective of fomenting, increasing, organizing, and disseminating tourism, by federal, state and municipal governments in a sustainable way in the different Brazilian regions. The government's argument is that tourism will be effective in reducing regional inequalities and social disparities in addition to ensuring the conservation of natural resources. To this end, government actions value the tourism function in Brazilian territory at regional and local scales. It will be analyzed the Route of Emotions that includes the National Park of Jericoacoara - CE, Delta of Parnaíba - PI and National Park of Lençóis Maranhenses - MA. The methods are based on documentary, bibliographical and empirical analysis in the recent Public Tourism Policies of Brazil with a reflection on the geographic territorial contextuality in relation to the extension of the services that tourism covers regarding sustainable development. In the article we present the Route of Emotions, a panorama of tourism in the world, the basic concepts of tourism, historical of the Public Policies of Tourism in Brazil and the final considerations. It is considered that tourism contributes to territorial development if it is planned, and the Emotions Route can be an example of integrated regional development between the states of Ceará, Piauí and Maranhão.
