La historia tributaria modernizada de los contribuyentes hasta diciembre de 2019

    El Sistema Integral Cubano de Administración Tributaria (SICAT) cuyo desarrollo comenzó en 1996 a partir del código fuente del Tax Solutions, aplicación creada por el Centro Interamericano de Administraciones Tributarias (CIAT), es un software fundamental en el control fiscal de la Oficina Nacional de Administración Tributaria (ONAT). Hasta diciembre de 2019, con la llegada del Sistema de Gestión Tributaria Integrada (GESTI), un nuevo software mejor adaptado a las necesidades del país, con nuevas tecnologías y prestaciones. A partir de ese momento SICAT adoptó una posición de segundo plano en el trabajo central de la oficina, es usado a modo de historial de contribuyentes, y sus datos sirven a otras aplicaciones como el UtilSICAT. Aunque para mantener sus servicios, era necesario usar computadoras antiguas (Windows XP o Windows 7, con memoria RAM no mayor de 1Gb) o computadoras nuevas con máquinas virtuales instaladas, y sin tener en cuenta las secuencias de mantenimiento que requería. A esto se le suma, el servidor dedicado a hospedar una base de datos Oracle 9i, donde se guardaban los datos. Con el SICAT Web, se migra el SICAT a una nueva versión más actualizada de la base de datos y una estructura depurada, normalizada y compatible con las nuevas aplicaciones, combinada con una aplicación web que usa las tecnologías actuales y sus ventajas desde el punto de vista operativo y tecnológico.

    The Cuban Integral System of Tax Administration (SICAT), whose development began in 1996 from the source code of Tax Solutions, an application created by the Inter-American Center of Tax Administrations (CIAT), is fundamental software in fiscal control of the National Tax Office. Tax Administration (ONAT). Until December 2019, with the arrival of the Integrated Tax Management System (GESTI), a new software better adapted to the needs of the country, with new technologies and features. From that moment on, SICAT took a background position in the central work of the office, it is used as a taxpayer history, and its data is used by other applications such as UtilSICAT. Although to maintain its services, it was necessary to use old computers (Windows XP or Windows 7, with RAM memory no greater than 1Gb) or new computers with virtual machines installed, and without taking into account the maintenance sequences required. To this is added, the server dedicated to hosting an Oracle 9i database, where the data was stored. With SICAT Web, SICAT is migrated to a new, more up-to-date version of the database and a refined, standardized structure that is compatible with new applications, combined with a web application that uses current technologies and their advantages from the point of view of operational and technological view.
