Análise da Política Nacional de Educação Permanente em Saúde no estado do Espírito Santo e no município de Vitória

    Introduction: The National Policy on Permanent Education in Health (NPPEH) aims to guide the training and development of professionals working in public health services. Objective: To analyze the results of the implementation of PNEPS in the planning and execution of Permanent Health Education (PHE) actions in the State of Espírito Santo (ES) and in the city of Vitória. Methods: Exploratory study, through the analysis of official documents referring to the process of planning and execution of state and municipal management, of PHE actions in ES and Vitória, in the period between 2011 and 2019. The analysis of information based on the analysis of thematic content identified four empirical categories: qualification of professionals at different levels of health care; training of health counselors; implementation of PHE management and; qualification strategies for specific professional categories at different levels of health care. Results: The PHE goals related to the implementation and management strategies of the NPPEH itself in ES and Vitória were carried out through the implementation of the Technical School of Vitória and programs that articulate teaching and service. However, most of the planned PHE actions related to the other three categories refer to training, qualifications, training and education courses. Conclusion: The analysis of the PHE goals made it possible to verify that the NPPEH has been implemented in ES and Vitória, with the generation of more immediate results regarding the implementation of the proposed PHE actions.

    Introdução: A Política Nacional de Educação Permanente em Saúde (PNEPS) tem como objetivo nortear a formação e o desenvolvimento dos profissionais inseridos nos serviços públicos de saúde. Objetivo: Analisar os resultados da implementação da PNEPS no planejamento e na execução das ações de Educação Permanente em Saúde (EPS) no Estado do Espírito Santo (ES) e no município de Vitória. Métodos: Estudo exploratório, por meio da análise de documentos oficiais referentes ao processo de planejamento e de execução da gestão estadual e municipal, das ações de EPS no ES e em Vitória, no período entre 2011 a 2019. A análise das informações com base na análise de conteúdo temática identificou quatro categorias empíricas: qualificação dos profissionais nos diferentes níveis de atenção à saúde; capacitação dos conselheiros de saúde; implementação da gestão da EPS e; estratégias de qualificação para categorias profissionais específicas nos diferentes níveis de atenção à saúde. Resultados: As metas de EPS relacionadas às estratégias de implementação e gestão da própria PNEPS no ES e em Vitória foram executadas por meio da implementação da Escola Técnica de Vitória e programas que articulam ensino e serviço. Entretanto, grande parte das ações de EPS planejadas e relacionadas às outras três categorias se referem às capacitações, qualificações, treinamentos e cursos de formação. Conclusão: A análise das metas de EPS permitiu verificar que a PNEPS vem sendo implementada no ES e em Vitória, com a geração de resultados mais imediatos no que tange a concretização das ações de EPS propostas.
