Resumen de Brasil: asistencia técnica a la auto construcción

  Este artículo se plantea como objetivo divulgar la preocupación por la falta de una asistencia técnica en la construcción de viviendas para la población de bajos ingresos en Brasil, entendiendo que este hecho esta directamente relacionado con la imposibilidad de trasladar los conocimientos académicos de la Arquitectura y el Urbanismo hasta las poblaciones más carenciadas. En un país pobre y con gran injusticia social como Brasil las personas realizan sus propias construcciones en asentamientos humanos precarios y clandestinos sin ninguna asistencia Estatal. Estos asentamientos clandestinos son sitios con poca o ninguna infraestructura, sin utilidad pública (escuelas, salud), con viviendas autoconstruidas sin documentación legal y sin condiciones de habitabilidad. Actualmente se esta intentado reducir esta distancia a partir de recientes iniciativas del Estado Brasileño. La implementación del “ESTATUTO DE LAS CIUDADES” es un instrumento público que entre otras obligaciones establece la “ATHIS” (Asistencia técnica obligatoria a la habitación social). A partir del año 2008, se implementó esta iniciativa y los primeros resultados de esta herramienta social ya comienzan a vislumbrarse en las ciudades brasileñas.

  With the objective of publicizing the concern of Brazilians with the lack of technicalv assistance for the construction of housing for the population of low incomers, and believing that this issue is connected with the difficulty of bringing the academic knowledge of Architecture and Urbanism up to date the impoverished population is what this article proposes. In a poor and unjust country like Brazil, people conduct their own constructions in illegal assignments without any assistance due to an absolute lack of State support. These illegal assignments are sites with no infrastructure, without public utility (schools, health), with self-built housing without legal documentation and without housing conditions. Now, it's up to you to reduce this distance with the recent initiatives of the Brazilian State. The implementation of the “ESTATUTO DE LAS CIUDADES” is a public instrument that, among other obligations, imposes the “ATHIS” (Obligatory Technical Assistance to Social Housing) from 2008, to implement this initiative. The first results of the are emerging in Brazilian cities.
