  Las inundaciones afectan a la República del Ecuador, la cual en los últimos años se han agravado por las intensas lluvias y una de las regiones más afectadas es el sector El Naranjal de la parroquia Abdón Calderón de Portoviejo, provincia de Manabí. La investigación tiene como objetivo principal analizar la gestión de riesgo por inundación del sector Naranjal de la parroquia Abdón Calderón de Portoviejo, para promover y mejorar la capacidad de preparación y respuesta ante situaciones de desastres en las comunidades. Se trabajó con una metodología de enfoque cuantitativo de tipo descriptivo, documental y de campo. La población y la muestra estuvieron constituidas por el sector El Naranjal. Esta comunidad tiene una susceptibilidad a inundaciones de baja a muy alta en todo su territorio, por su relieve que es plano y bajo, al igual que sus pendientes, el tipo de suelo con elevada presencia de arcilla y en la zona que se presentan precipitaciones de alta intensidad. El Naranjal, es altamente vulnerable, es una zona inundable y de alto riesgo, evidenciándose en los diagnósticos realizados, por lo que se concluye, que este sector requiere de un plan de gestión, el cual se propone en tres programas fundamentales: Gestión institucional y política gubernamental; Adecuada planificación, desarrollo y Gestión y capacitación, educación y comunicación, todo ello con la finalidad de mejorar la calidad de vida de sus habitantes en períodos donde hay precipitaciones en el que deben tener especial cuidado si continúan habitando en este sector.

  The floods affect the Republic of Ecuador, which in recent years have been aggravated by heavy rains and one of the most affected regions is the El Naranjal sector of the Abdón Calderón de Portoviejo parish, Manabí province. The main objective of the research is to analyze the flood risk management of the Naranjal sector of the Abdón Calderón parish in Portoviejo, to promote and improve the capacity for preparation and response to disaster situations in the communities. We worked with a quantitative approach methodology of a descriptive, documentary and field type.

  The population and the sample consisted of the El Naranjal sector. This community has a low to very high susceptibility to flooding throughout its territory, due to its flat and low relief, as well as its slopes, the type of soil with a high presence of clay and in the area where rainfall of High intensity. El Naranjal is highly vulnerable, it is a flood prone area and high risk, evidenced in the diagnoses made, for which it is concluded that this sector requires a management plan, which is proposed in three fundamental programs: Institutional management and government policy;

  Adequate planning, development and Management and training, education and communication, all with the purpose of improving the quality of life of its inhabitants in periods where there is rainfall in which they must be especially careful if they continue to live in this sector.
