Vidas en tránsito. El sueño de la casa propia en el programa habitacional Hogar Clase Media

    Las intervenciones urbanísticas implementadas en Córdoba diagramaron diferentes formas de apropiación de la ciudad, y con ello, nuevas experiencias de la vida en el espacio urbano. Esas transformaciones reflejan el modo como el capitalismo asegura su reproducción a través de valorizar ciertas zonas y distribuir poblaciones en ellas. La lógica de valorización y especulación del capitalismo financiero promueve otras formas de apropiación y disfrute de la ciudad que, además, encuentra en el Estado un gran pivote desde el cual se operan también diferentes intervenciones que aseguran la reproducción. Bajo el lema del “acceso a la casa propia”, se diseña una de las políticas habitacionales destinadas a atender el déficit de vivienda, conocida bajo el nombre de “Hogar Clase Media”, que edifica nuevas relaciones en torno a la vivienda y la ciudad. A partir del estudio de las políticas y los discursos de funcionarias/os, así como de entrevistas a beneficiarias/os se analizan las discursivas estatales en torno a la vivienda, así como las impugnaciones y críticas en torno a la ciudad. A través de las políticas habitacionales es posible analizar las tensiones que supone el derecho a la vivienda y, con ello, el derecho a la ciudad.

    The urban interventions implemented in Cordoba have diagrammed different forms of appropriation of the city, and with it other and new experiences of life in the urban space. These transformations reflect the way capitalism ensures its reproduction, through valuing certain areas and distributing populations within them. Mainly, it is the financial capitalism through a logic of valorization and speculation that promotes other forms of appropriation and enjoyment of the city, which also finds in the State a great pivot from which different interventions are also operated to ensure the reproduction of capitalism. Under the slogan of "became a homeowner", one of the housing policies designed to attend this, was one named "Middle Class Home". This policy built other and new relationships around the housing topic and the city in general. Our study aims to analyze the policies and speeches of the officials, as well as interviews with beneficiaries. We focus the analysis around state discourses about housing, the challenges and criticisms around the city. Through the analysis around  the housing policies it is possible to analyze the tensions involved in the right to housing and with it the right to the city.
