    El expositor plantea la necesidad de una operación constituyente, para dar inicio a un proceso que culmine en una nueva Constitución del Bicentenario, que recoja reformas de primera y de segunda generación, abriendo así el techo ideológico de la Constitución y así renovar el constitucionalismo nacional.
