  El comercio informal representa un obstáculo para el desarrollo económico y social para México (Orozco, 2017), es causado por la ignorancia de los comerciantes, entre otras. Sin embargo se observará que realmente no existe tanta ignorancia por parte de los comerciantes sino que su indiferencia tanto al trámite ante el Servicio de Administración Tributaria como del pago de las contribuciones proviene que su desconfianza y de no poder percibir u observar aquello que es fin de las contribuciones (Ortiz, 2020), como lo es el alumbrado público o la pavimentación de calles y carreteras. Lo anterior se refiere a que incluso los comerciantes del área formal consideran como motivo para modificar su estado a informal, el mal uso o aplicación de las contribuciones mal recaudadas.

  Informal commerce represents an obstacle to Mexico's economic and social development (Orozco, 2017), and is caused by the ignorance of traders, among others. However, it will be observed that there really is not so much ignorance on the part of traders, but rather their indifference to both the procedure before the Tax Administration Service and the payment of contributions comes from their distrust and from not being able to perceive or observe that which is the purpose of the contributions (Ortiz, 2020), such as public lighting or the paving of streets and roads. This refers to the fact that even merchants in the formal area consider the misuse or misapplication of poorly collected taxes as a reason to change their status to informal.
