    El presente artículo señala que las normas urbanísticas constituyen limitaciones al dominio, que al respecto se aplica el principio de reserva legal. se agrega que la Contraloría General de la República es la garante de la aplicación del principio de la legalidad en materia urbanística, a través de la toma de Razón, de sus dictámenes y funciones inspectivas.

    The present article indicates that the urban development norms, they constitute limitations to the control, that on the matter applies the principle of legal reserve. it is added that the General Finance Office of the Republic is the guarantor of the application of the principle of the legality in urban development matter, through it it takes of Reason, of its reports and functions inspectivas.
