    La Inteligencia Artificial («IA») es una tecnología emergente y disruptiva que, en un breve lapso temporal, ha dado lugar a un Reglamento europeo que se convierte en la primera norma jurídica del mundo en definirla y regularla con la finalidad de asegurar usos lícitos, los beneficios que puede ofrecer y la competitividad de la Unión Europea. La definición dada requiere considerar sus antecedentes y subrayar el alcance de los cambios que se han introducido con respecto a la propuesta de la Comisión Europea. Y en el caso de los principios éticos, estos son esenciales para lograr que cualquier medida que se adopte en relación con la IA pueda ser fácilmente adaptable y perdurar en el tiempo, evitando así instrumentos que podrían quedar rápidamente obsoletos e ineficaces

    Artificial Intelligence («AI») is an emerging and disruptive technology which, in a short space of time, has given rise to an EU Regulation that becomes the first legal regulation in the world to define and regulate it with the aim of ensuring lawful uses, the benefits it can offer and the competitiveness of the European Union. The definition given requires considering its background and underlining the extent of the changes that have been introduced with respect to the EU Commission´s proposal. And in the case of ethical principles, these are essential to ensure that any measures adopted in relation to AI can be easily adaptable and endure over time, thus avoiding instruments that could quickly become obsolete and ineffective.
