Las políticas públicas en torno a la formación profesional por competencias del talento humano que labora en el Gobierno Autónomo Descentralizado Municipal del cantón Portoviejo

    El objetivo general de este artículo científico es analizar las políticas públicas en torno a la formación profesional por competencias del talento humano que labora en el Gobierno Autónomo Descentralizado Municipal del cantón Portoviejo. Para alcanzar el objetivo propuesto, se llevó a cabo una investigación de enfoque mixto con énfasis en el tipo de investigación descriptiva, mediante la recopilación y análisis de información relevante a través de la revisión bibliográfica que permitió el análisis de la teoría correspondiente a la temática. Se aplico una investigación de campo para la recopilación de datos clave que permitieron comprender, observar e interactuar con los informantes respecto a la temática. La muestra fue de 15 servidores públicos quienes tenían conocimiento respecto al tema objeto de estudio realizando una encuesta con un total de 16 afirmaciones que permitieron analizar la problemática respecto a la efectividad de las políticas públicas en la gestion de formación por competencias. De igual forma se logró articular estos resultados con la investigación cualitativa a través de la hermenéutica permitiendo realizar interpretaciones que se articularon con el significado del objeto de estudio abordado. Se concluye que las políticas públicas en torno a la formación profesional por competencias del talento humano que labora en el GAD Municipal del cantón Portoviejo tienen una base sólida, sin embargo se requiere realizar un mayor seguimiento y evaluación de los programas de formación incentivando a los servidores públicos a incrementar sus competencias laborales.

    The general objective of this scientific article is to analyze the public policies around the professional training by competencies of the human talent that works in the Municipal Decentralized Autonomous Government of the Portoviejo canton. To achieve the proposed objective, a mixed approach research was carried out with emphasis on the type of descriptive research, through the collection and analysis of relevant information through the bibliographic review that allowed the analysis of the theory corresponding to the theme. A field research was applied to collect key data that allowed understanding, observing and interacting with the informants regarding the theme. . The sample consisted of 15 public servants who had knowledge regarding the subject under study, conducting a survey with a total of 16 statements that allowed analyzing the problems regarding the effectiveness of public policies in the management of training by competencies. In the same way, it was possible to articulate these results with qualitative research through hermeneutics allowing interpretations that were articulated with the meaning of the object of study addressed. It is concluded that public policies around the professional training by competencies of human talent working in the Municipal GAD of the Portoviejo canton have a solid basis, however, it is necessary to carry out greater monitoring and evaluation of training programs encouraging public servants to increase their work skills.
