Resumen de Estrategias de exoneración tributaria para importaciones de los usuarios en la categoría B de DAN COURIER del cantón Machala

  En Ecuador las compras en los portales internacionales han aumentado, y con ello la importación de estos bienes a través de la categoría B o 4x4 del régimen de mensajería acelerada o Courier. Este incremento ha provocado que el Comité de Comercio Exterior (COMEX) implemente medidas cuantitativas para el uso de la categoría B, dichas medidas atentan de manera significativa el libre consumo de quienes utilizan esta modalidad para obtener bienes personales e incluso para nuevos emprendedores. Está restricción al libre consumo se ha visto reflejada en el decrecimiento de las importaciones de los usuarios en la categoría B de la empresa DAN COURIER del cantón Machala. Por ello, la importancia del tema de investigación y su objetivo en potenciar el volumen de las importaciones de los usuarios de la empresa mencionada, mediante estrategias que permitan exoneración tributaria. Por lo antes mencionado, la presente investigación se sostiene en el estudio del proceso de ingreso de bienes por mensajería acelerada y del campo de la gestión estratégica. Además, los métodos teóricos empleados en esta investigación son: analítico-sintético e inductivo- deductivo; y el método empírico utilizado es la encuesta y en conjunto se emplea la estadística descriptiva como técnica para el análisis y procesamiento de los datos obtenidos. Dentro de los resultados obtenidos se destaca la incidencia que ha tenido la actual normativa y como ha afectado en cierta manera a las importaciones que estas personas realizan utilizando el sistema 4x4.

  In Ecuador, the purchases in international portals had increased, and with, it the importation of these goods through category B or 4x4 of the express courier regime or Courier. This increase had caused that the Foreign Trade´s Committee to implement quantitative measures for the use of category B, such measures are a significant threat to the free consumption of those who use this modality to obtain personal goods and even for new entrepreneurs. This restriction to free consumption, has been reflected in the decrease of imports of users in category B of the company DAN COURIER in Machala. Therefore, the importance of the research topic and its objective in improving the volume of imports of the users of the mentioned company, through strategies that allow tax exemption. For the above mentioned, this research is based on the study of the process of entry of goods by express courier and the field of strategic management. In addition, the theoretical methods used in this research are: analytical-synthetic and inductive-deductive; and the empirical method used is the survey and descriptive statistics is used as a complete technique for the analysis and processing of the data obtained. Among the results obtained, the incidence that the current regulations have had and how they had affected in a certain way the imports that people carry out using the 4x4 system is highlighted.
