Ciudad informal versus ciudad oficial: especial referencia a su pasada y presente situación en Iberoamérica y perspectivas de futuro

    Es una realidad incontestable la existencia de la ciudad informal en los cinco Continentes y las interacciones indeseables que genera con la ciudad oficial, dentro de la cual o en rededor de la misma se asienta aquella, pues ambas, se quiera o no, actúan sobre un mismo territorio conformando una sola realidad urbana. El problema es especialmente preocupante en algunos Continentes, como en el caso de África, América y Asia, y dentro de éstos, en algunas regiones de los mismos, como en el denominado "Cuerno de África", en Iberoamérica o en el Sudeste Asiático. Pues bien, de entre todos ellos me voy a centrar especialmente, habida cuenta de la temática propia de la revista en donde se publica este artículo, en el Continente Americano y dentro de él, en particular, en Iberoamérica, por ser una de las regiones del mundo que en mayor medida padece la problemática que inexorablemente comporta toda ciudad informal.

    Con independencia de centrar mi trabajo, tal y como he apuntado con anterioridad, en el Continente Americano y dentro del mismo, particularmente, en Iberoamérica, lo cierto es que todo lo que voy a exponer sobre la ciudad informal es extrapolable, mutatis mutandis, a cualquier región del mundo donde exista la misma como tal. Es por ello, por lo que la aproximación que llevo a cabo en esta investigación sobre el binomio ciudad informal - ciudad oficial, la delimitación conceptual de la primera de ellas con respecto a la segunda, así como las causas que propician su surgimiento y los efectos más nocivos que comporta la misma, son extrapolables, con las precauciones debidas, a prácticamente cualquier tipo o clase de ciudad informal. Del mismo modo, los grandes retos y desafíos a que se enfrenta la ciudad informal y que abordo en el último apartado del presente trabajo, antes de las conclusiones, son aplicables a todas ellas, con independencia del lugar en donde se encuentren, pues todas deben tratar de reconvertirse en ciudad oficial, incorporar la sostenibilidad económica, social y medioambiental, y garantizar debidamente los Derechos Humanos a cuantos residen en las mismas.

    The existence of the informal city on the five continents and the undesirable interactions it generates with the official city is an indisputable reality, within which or around it the former is based, since both, like it or not, act on the same territory, forming a single urban reality. The problem is especially worrisome in sorne continents, such as Africa, America and Asia, and within these, in some regions of the same, as in the so-called "Horn of Africa", in Iberoamerica or in Southeast Asia. Well, among all ofthem I am going to focus especially, taking into account the theme of the magazine in which this article is published, on the American Continent and within it, in particular, on Iberoamerica, for being one of the regions of the world that suffers to a greater extent from the problems that inexorably behaves all informal cities.

    Regardless of focusing my work, as I have previously pointed out, on the American Continent and within it, particularly, in Iberoamerica, the truth is that everything I am going to present about the informal city can be extrapolated, mutatis mutandis, to any region of the world where it exists as such. That is why the approximation that I carry out in this research on the informal city - official city pairing, the conceptual delimitation of the first of them with respect to the second, as well as the causes that favor its emergence and the most harmful effects that it behaves, can be extrapolated, with due precautions, to practically any type or class of informal city. In the same way, the great challenges that the informal city faces and that I deal in the last section of this article, befare the conclusions, are applicable to all of them, regardless of where they are, because they must all try to become an official city, incorporate economic, social and environmental sustainability, and duly guarantee the Human Rights to those who reside in them.
