    El objetivo de este trabajo es analizar las consecuencias socioambientales de los terrenos de marina en la comunidad pesquera del municipio de Itapema en el Estado de Santa Catarina, abordando inicialmente la naturaleza jurídica y el origen histórico de dicho instituto, para después confirmar el cumplimiento de su función socioambiental y cultural. La metodología del análisis involucra los procedimientos de comprensión teórica y bibliográfica, y el tratamiento de los datos obtenidos de entrevista junto a la comunidad pesquera del municipio citado. El análisis revelará la necesidad de una reestructuración y reorganización de la política pública de los terrenos de marina, a fin de que su función transcienda el mero fin recaudatorio.

    The objective of this work is to analyze the socio-environmental consequences of the marina grounds in the fishing community of the municipality of Itapema in the State of Santa Catarina, initially addressing the legal nature and historical origin of said institution, to later confirm compliance with its socio-environmental and cultural function. The methodology of the analysis involves the procedures of theoretical and bibliographical understanding and the treatment of the data obtained from the interview with the fishing community of the aforementioned municipality. The analysis will reveal the need for a restructuring and reorganization of the public policy of the existing Marine Grounds so that its function transcends the mere collection process.
