The paper focuses on the conditionality mechanism as a crossing and welding point between active and passive labour policies, employment services, training and retraining and income support measures (in case of unemployment, inactivity or while in employment relationship). Starting from the virtuous circle underlying the combined provisions of articles 4 and 38, par. 2 of the Constitution, the paper analyses the functioning of the conditionality mechanism (as well as the potential pathological and sanctioning phase deriving from it) while unfolding through the different paths contemplated by the current regulatory framework (with attention to the most recent developments: GOL, reform of Minimum Guaranteed Income).
