Resumen de Práctica política cotidiana: estudio del consejo popular pueblo Griffo (2000- 2011)

  La práctica política cotidiana como categoría política, da cuenta del ejercicio de la gobernabilidad y la gobernanza. Estos estudios en la contemporaneidad, ha acaparado la atención de los historiadores cubanos por lo que aporta a la producción del pensamiento histórico en esta área del conocimiento desde una perspectiva interdisciplinar en la que se articulen las escalas nacional, regional y local sobre todo, en los años posterior al triunfo de la Revolución en 1959. Las razones que justifican este estudio responden en primer lugar a que el debate teórico sobre estas categorías de las ciencias politicas no es concluyente y su aplicación práctica al Sistema Político Cubano y como parte de este el Estado y el gobierno, requiere seleccionar los fundamentos teóricos que permitan la comprensión de los casos particulares, como por ejemplo Cienfuegos; en segundo lugar, los reajustes sobre perfeccionamiento del Sistema del Poder Popular en Cuba como acto de poder y gobernar con la amplia participación popular, ha estado condicionado por el contexto internacional y sus nefastas influencias en el país que ha obligado a diseñar políticas económicas para ser desplegada por los gobiernos regionales y locales, y en tercer lugar, se trata de un proceso político que para su perfeccionamiento y legitimación requiere de la democracia participativa que garantice desarrollo endógeno para satisfacer las necesidad populares que actúa a su vez como sujeto del poder político. Para la aplicación práctica de lo que se ha comentado, se ha seleccionado el Consejo Popular de Pueblo Griffo de Cienfuegos en los años que discurren entre el 2000 y el 2011. El objetivo general de estas reflexiones se encamina a valorar el despliegue de la gobernabilidad y la gobernanza como práctica política cotidiana en la demacración seleccionada teniendo en cuenta su funcionamiento y gestión en la solución a las necesidades sentidas de os sujetos que conforman el mismo, así como, ofrecer algunos trazos sobre que se debe perfeccionar para cumplir con lo objetivos y perspectivas de esta nueva forma de poder.

  The daily political practice as political category, gives bill of the exercise of the gobernabilidad and the gobernanza. These studies in the contemporaneidad, it has monopolized the attention of the Cuban historians for what contributes to the production of the historical thought in this area of the knowledge from a perspective interdisciplinar in which the national, regional and local scales are articulated mainly, in the later years to the victory of the Revolution in 1959. The reasons that justify this study respond in the first place to that the theoretical debate on these categories of the political sciences is not conclusive and its practical application to the Cuban Political System and like part of this the State and the government, require to select the theoretical foundations that allow the understanding of the particular cases, as for example Cienfuegos; in second place, the readjustments have more than enough improvement of the System of the Popular Power in Cuba like act of power and to govern with the wide popular participation, it has been conditioned by the international context and their disastrous influences in the country that he/she has forced to design political economic to be deployed by the regional and local governments, and in third place, it is a political process that stops their improvement and legitimation requires of the democracy participativa that guarantees endogenous development to satisfy the popular necessity that acts in turn as subject of the political power.
