    El presente trabajo se enfoca en la propuesta de creación del Consejo Nacional de Justicia, desarrolla los antecedentes a la propuesta de creación de esta figura y la legislación comparada respecto a figuras similares en otros países. En ese sentido, el autor presenta el desarrollo histórico del proceso de nombramiento de jueces en el Perú y reflexiona sobre la independencia del Poder Judicial frente a los otros poderes del Estado. Asimismo, presenta la regulación y las instituciones creadas en otros países con la finalidad de brindar, en términos del autor, luces sobre cómo lograr un adecuado nombramiento de los integrantes de la magistratura.

    This paper focuses on the proposal for the creation of the National Council of Justice, developing the background to the proposal for the creation of this figure and the comparative legislation with respect to similar figures in other countries. In this sense, the author presents the historical development of the process of appointing judges in Peru and reflects on the independence of the judiciary from the other branches of government. He also presents the regulations and institutions created in other countries in order to provide, in the author's terms, an adequate appointment of members of the judiciary.
