    El ser humano por su naturaleza social necesita conocer las leyes que gobiernan su conducta en la sociedad. De este modo, regulará su conducta de acuerdo con el Derecho vigente, pudiendo prever las consecuencias de sus actos. Para su desenvolvimiento en la sociedad necesita seguridad sobre su vida y sus bienes. De ahí que esta sea un valor supremo del derecho constituyéndose en su fin inmediato. Sin previsibilidad de las normas y de las leyes sería imposible realizar contrataciones y no podría saberse qué esperar de las actuaciones de los demás o de los poderes públicos. Reinaría la incertidumbre y la vida en sociedad no sería posible. En el marco especializado de la seguridad jurídica, el registro de la propiedad y el notariado de tipo latino son instituciones de seguridad jurídica preventiva que evitan la litigiosidad o bien la reducen. A su vez, importantes principios registrales inciden de manera directa en el logro de la seguridad jurídica preventiva de un determinado sistema registral.

    The human being by virtue of its social nature needs to understand the laws that govern its behavior in society. In this way, it will be in a position to act in accordance with the laws in effect, and to foresee the consequences of its actions. Humans need security over their life and property in order to develop in society. Hence, security legal certainty is a supreme value of the law, constituting its immediate end. Without the predictability of regulations and laws, it would be very difficult to carry out contracts or to know what to expect from third parties’ and branches of the government’s actions. Uncertainty would reign and life in society would not be possible. In the legal certainty framework, the property registry and the notary are institutions of preventive legal security that avoid litigation or reduce it to some degree. In turn, important registration principles have a direct impact on the achievement of preventive legal certainty of a certain registration system.
