    The article a revision in the literature describing a brief history of Social Security in Brazil and its various phases, until we reach the Federal Constituution of 1988 (C.F), as well as discusses the legal instruments that regulate the social Assistance in Braszil. From this approach we brought to this context the social Assistance Reference Center (CRAS) so that we could discuss the Municipal Social Assistance Pre- Conferences and Popular Participation.

    O artigo apresenta uma revisão na literatura descrevendo um breve histórico da Seguridade Social no Brasil e suas diversas fases, até chegarmos a Constituição Federal de 88 (C.F), bem como aborda os instrumentos legais que regulamentam a Assistência Social no Brasil. A partir dessa abordagem trouxemos para esse contexto o Centro de Referência de Assistência Social (CRAS), para que assim pudéssemos abordar sobre as Pré- Conferências Municipais de Assistência Social e a participação popular.
