    El esquema de seguridad pública de un porcentaje importante de países latinoamericanos enfrenta, además de las problemáticas de seguridad y convivencia, el reto de la consolidación de un desempeño policial cuyas características sean coherentes y funcionales con los principios básicos del régimen democrático. El artículo aborda éste debate e identifica teóricamente las particularidades que debe poseer el desempeño policial para ser catalogado como democrático, al tiempo que promueve la reflexión en torno al déficit que éste presenta en América Latina.

    The scheme of public security in a significant percentage of Latin American countries, in addition to the problems of security and coexistence, the challenge of consolidating a police whose performance and functional characteristics are consistent with the basic principles of the democratic regime faces. The paper addresses this debate and theoretically identifies the characteristics that must have the police performance to be listed as democratic, while promoting reflection on the deficit it has in Latin America.
