Law 12/2023, of 24 May, on the right to housing, serves, in the opinion of the writer, to add insult to the injury already caused by the successive legislative reforms in matters directed against property and the right to enforcement of judicial decisions, reaching a limit that is difficult to explain with those now introduced, in that the legislator acknowledges the failure of public policy on housing, but not the responsibility, which is placed on the property and on the judicial bodies, a move that, as will be shown here, appears to justify the failure to resolve any of the procedural issues that have prompted the previous reforms, and create new ones.
