    En los veinte años de vida del IDL-UAM, el Derecho local se muestra generalmente estable, resistente frente a las múltiples crisis de esta época. En especial, frente a la crisis financiera de 2008 y la crisis sanitaria de 2020. Esta resistencia del régimen local se observa tanto en el nivel constitucional como en el legal, y es comprobable tanto en la planta local como en la organización, las competencias y la financiación locales. La estabilidad del régimen local sin duda que aporta seguridad jurídica al conjunto del sistema institucional. Pero también está impidiendo que las entidades locales españolas respondan con más eficacia y prontitud a nuevas realidades contemporáneas.

    In the twenty years of life of the IDL-UAM, local government law has been generally stable, resilient to the multiple crises of this time. Especially, in the face of the financial crisis of 2008 and the health crisis of 2020. This resistance of the local system is observed both at a constitutional and legal level and it is verifiable when observing the map of municipalities as well as their organization, local powers and local financing. The stability of the local regime undoubtedly provides legal certainty to the entire institutional system. But it also prevents local Spanish entities from responding more effectively and promptly to new contemporary realities.
