The academic community of the Executive Secretariat field has been making efforts to be established as scientific knowledge. Despite notorious advances, this field still faces several challenges to its consolidation as a disciplinary field, which is urgent and necessary since well-structured research depends on the knowledge and use of research methods and techniques. The unfamiliarity of researchers in the field with scientific research has been shown in recent studies. In this context, the need to explore the procedures for the construction of a data collection instrument became evident, particularly in the form of online questionnaires. Based on this problematic, this study - a part of a master's thesis in progress at the Programa de Pós-Graduação em Estudos da Tradução (PPGET) (Graduate Program in Translation Studies), of the Universidade Federal de Santa Catarina (UFSC) aims at describing the steps in the process of construction of a data collection instrument establishing its consonance with two of the thesis's specific objectives. The study describes the stages of design, refinement and pre-testing of an online questionnaire, which contributed centrally to the final version of the instrument. The data collected with the questionnaire will serve as the basis for the development of a training plan for the Servidores Técnico Administrativos (TAEs) (Technical-administrative Staff) who work in the Secretaries of Graduate Programs at UFSC.
