  • The Italian parliamentary system, by virtue of its original traits and due to the ways in which the corresponding constitutional provisions have been specified, is and has always been influenced by the party system, which has been considered as a «rationalizing » element that characteristically operates through the means of constitutional conventions and through political decisions concerning the electoral system. The strengthening and weakening of these two kinds of rules, which pertain to the «permanent emanation» relation between the legislative and the executive power, causes either a retracting or a spreading of the President of the Republic’s role. Most recently, even the Constitutional court, by virtue of it being capable of manipulating the electoral system, has entered into the very structure of the form of government.
