    El presente artículo indaga sobre la labor que llevaron a cabo en Chile los municipios en materia de fomento del turismo. Los pocos estudios que han abordado el turismo desde una perspectiva histórica han privilegiado el papel del Estado en su desarrollo. Se sugiere que los municipios dispusieron de herramientas legales para ocuparse del turismo, aunque la ausencia de autonomía y escasez de recursos hizo más difícil la formación de una burocracia a nivel local. El caso de estudio que se presenta es la Oficina de Informaciones y Turismo de la Municipalidad de Viña del Mar creada en 1928, que permite comprender las relaciones entre las autoridades del Estado y las del poder local. Las fuentes comprenden los archivos del Ministerio de Fomento y de la Municipalidad de Viña del Mar, presupuestos ministeriales, además de las sesiones parlamentarias y prensa.

    This article investigates the work the municipalities of Chile in tourism promotion.

    The few studies that have approached tourism from a historical perspective have privileged the role of State in its development. It is suggested that the municipalities had legal tools to deal with tourism, although the lack of autonomy and scarcity of resources made it more difficult to form a bureaucracy at the local level. The case study that is presented is the Tourism and Information Office of the Municipality of Viña del Mar created in 1928, which allows us to understand the relationships between the State authorities and those of the local power. The sources include the archives of the Ministry of the Promotion and the Municipality of Viña del Mar, ministerial budgets, as well as the parliamentary sessions and the press.
