    Este trabajo analiza la participación de los Parlamentos regionales en el proceso de integración europeo. La investigación parte del estudio teórico de las reivindicaciones de subsidiariedad por parte de los Länder alemanes, al objeto de limitar el creciente proceso de expansión competencial de la esfera comunitaria y así poder superar el déficit democrático de que adolecían algunos territorios. El artículo abre el debate sobre la participación de los entes autonómicos en la toma de decisiones europeas, especialmente en aquellas que les afectan directamente. Para ello se hace un análisis constitucional comparado sobre las Asambleas Legislativas autonómicas, determinando los mecanismos de control de subsidiariedad. En la primera parte se investiga la presencia de las instituciones regionales en la toma de decisiones europeas, seguidamente se profundiza en la naturaleza jurídica del principio de subsidiariedad y su introducción en los estatutos de autonomía. En la parte final del texto se reflexiona sobre la participación de los Parlamentos regionales en la formación de las comisiones autonómicas de asuntos europeos, analizando la obligación del Congreso de los Diputados y del Senado de remitir cualquier iniciativa legislativa de la Unión Europea a las Asambleas Legislativas de las comunidades autónomas.

    This paper analyzes the participation of regional Parliaments in the European integration process. The research starts from the theoretical study of the claims of subsidiarity by the German Länder, in order to limit the growing process of expansion of competence of the community sphere and thus be able to overcome the democratic deficit that some territories suffered.

    The article opens the debate on the participation of autonomous entities in European decision-making, especially in those that directly affect them. To this end, a comparative constitutional analysis is made of the autonomous legislative assemblies, determining the subsidiarity control mechanisms. In the first part, the presence of regional institutions in European decision-making is investigated, followed by an in-depth look at the legal nature of the principle of subsidiarity and its introduction in the Statutes of Autonomy. The final part of the text reflects on the participation of the regional Parliaments in the formation of the Autonomous Commissions for European Affairs, analyzing the obligation of the Congress of Deputies and the Senate to refer any legislative initiative of the European Union to the Legislative Assemblies of the Autonomous Communities.
