    • This article deals with the constitutional and legislative construction of the Capitoline special order, by analyzing the evolution (or the involution) of the constitutional and ordinary legislation as a result of the fluctuating political debate concerning the structure and powers of local authorities. The difficult path toward the construction of the Capitoline special order depends largely on the fact that Rome is at the same time a Municipality, a Metropolitan city and the Capital of Italy. A recent constitutional amendment proposal pushed in the direction of the Capitoline special order, by assigning legislative powers to Rome. Although the reform has not been approved due to the fall of the Government, it seems appropriate to seriously consider its strengths and weaknesses in light of the cross-party political consensus it had received and the new Government’s intent to resume the reform path.
