  The main guidelines of the Portuguese educational system, as defined in 1986, consider as a fundamental educational task the preparation of young people for contributing to the progressive transformation of society through the promotion of democracy and pluralism. At the beginning of the 1990s it is becoming evident both in Portugal and abroad how serious are the obstacles which stand in the way of this objective, and this gives greater visibility to the debate on toleration. This debate brings to the fore once again the analysis of religious exclusion and inclusion in Portuguese history. In this analysis stand out the different stages in the institutionalization of religious freedom through the Constitution - through a law which establishes a right. But toleration cannot be reduced to an established constitutional act. Hence the efforts, which can be seen in some secondary education curricula, to convert toleration into a permise of the educational act itself, understood as preparation for citizenship.

  Les lignes dominantes du systéme éducatif portugais, définies en 1986, présentent comme tâche fondamentale de l'éducation la préparation des jeunes gens à sa contribution pour la transformation progréssive de la société dans un sens démocratique et pluraliste.

  Au début des années 90 quand à l'exterieur et à l'interieur se vérifie la gravité des obstacles qui empéchent la concrétization de cette tâche, le débat à propos de la tolérance prend visibilité.

  Avec celui-ci l'analyse historique séculaire du phénornêne exclusion/intégration de la réligion au Portugal est mise en relief.

  Dans celle-Iá restent vivantes les étapes de la institutionalization constitutionelle de la liberté réligieuse, c' est-à-dire, la tolérance ne peut pas être réduite à un simple acte constitutionelle; c'est porquoi les efforts - identifiés dans les curricula de l' enseignement non-supérieur - pour la convertir en premise de l' acte éducatif, en tant que formation pour la citoyenneté, se justifient.
