Cet article suppose un effort pour comprendre la croissance du rôle politique des municipalités pendant la période démocratique. Dans Ie but de pouvoir interpreter Ia hausse de ce protagonisme politique, l'auteur analise les domaines qui articulent Ia gestion municipale, ainsi que Ie lien structural entre les candidatures locales et les partis politiques. Cette recherche a pour but de comprendre Ia dialétique constante entre délégation burocratique et discrétionaIité qui se consolide pendant la période démocratique. Ce jeu dialetique a favorisé ce que I' auteur appele "I' inflation politique municipale" et a rendu possible I'apparition de nouveaux réseaux de cIientelisme controlés par les maires des municipalités sans pour autant voir augmenter ses compétences réelles.
This article is aimed to understanding the growing importance of municipal government in rural Andalusia after the setting-up of Democracy. The author analysis the articulation betwen the different levels of administration, and the relationships betwen political parties and local candidatures, by stating that this process permit the arising of the new networks of clientship ("clientelismo") controlled by majors.
