    Raúl Proença (1984-1941) was one of the mainsprings of the Seara Nova project, a group of political and cultural reflection which began its activities in 1921. The crisis of the lst Republic was becoming more obvious. From 1921 to 1931, Proença, who intervened in the discussion of all proposals tending to reform the political system and in the struggle against all authoritarian solutions, evolved a model of political analysis, of which the main features are pointed out in this paper. The model underscores the primacy of politics and has as reference illegitimate but current political practices, such as the coup d'état and oligarchical domination, as wells as structural limitations of political resources: elites and political parties devoid of sufficient awareness of their own identities. The disruption of the system, according to Proença, leads to a crisis of the authority of the State and gives rise to the formation of a counter-revolutionary elite. To avoid that disruption one must reinforce the means that confer legitimacy to the democratic system through new modes of intervention by the intelligentzia.

    Raúl Proença (1884-1941) fut l'un des primcipaux responsables du project Seara Nova, un groupe de réflexion et d'intervention politique et culturelle paru en 1921. La crise de la 1ère République devenait alors de plus en plus manifeste. Ayant pris part au débat sur les propositions de réforme du systêrne politique et au combat contre les solutions de type autoritaire, Proença a pratiqué un modele d'analyse politique, dont les caractéristiques essentielles sont exposées dans cet article. II s'agit d'un modele qui se fonde sur la primauté du politique et qui a pour référence des pratiques habituelles et illégitimes d'action politique, telles que le coup d'Etat et l'oligarchisme, et aussi des limites structuraux des ressources politiques: élites et partis dépourvus de conscience d'eux-mêmes. La dérégulation du systême a pour conséquence, selon Proença, la crise de l'autorité de I'Etat et la formation d'une élite contre-revolutionnaire. Pour l'éviter, il faut renforcer les mécanismes de légitimation de la démocratie par de nouvelles modalités d'intervention des élites inteliectuelles.
