    • On 2 July 2008, the European Commission adopted the Third Annual Report on the implementation of the policies in the area of Freedom, Security and Justice (FSJ) set in the Hague Programme. The report covers the development and evolution of each of these areas during the year 2007. This paper reviews the progress in the area of FSJ focusing particularly on what is called the “Commission’s border package”. That package includes not only measures to improve the fight against illegal immigration or to develop biometric controls or information systems but also new structures and institutions. The second part of the paper is devoted to analyse some of those institutions particularly the Rapid Border Intervention Teams (RABITs) and the European Union Agency for border control (FRONTEX).
