  Expone la importancia de la integridad electoral no desde la relevancia del diseño por el que cada país opta para organizar y distribuir las funciones electorales; tampoco de dónde provienen y cómo son elegidos los encargados de cumplir dichas funciones; sino cómo los órganos y sus responsables desarrollan el perfil de su especialidad, desempeñan una gestión apegados al ordenamiento jurídico vigente y cómo ponen de manifiesto la capacitación y el profesionalismo cabales de sus integrantes
