Why has the GTI-4 ad hoc coalition failed so far in its lobbying around the airport of El Prat? The new management arrangements for Barcelona‟s El Prat airport are yet to be finalised. Though based on attributed influence and some developments in the negotiations, the study indicates that during the last few years, the GTI-4 ad hoc coalition formed by four quite different associations is amongst the actors attempting to negotiate a final formula. After a review of the main literature on ad hoc coalitions and the identification of four sets of factors that appear to play a role in the failure or success of ad hoc coalition activity: (nature and scope of the issue; external support, fragility of ad hoc coalition and internal organisation of each of the associations of the ad hoc coalition). After setting the key case of the airport of El Prat, its management by AENA and the story of the GTI-4, our hypotheses layout identifies the nature and the scope of the issue and the internal organisation as main factors for failure in this particular case and presents the empirical analysis of the factors influencing coalition failure or success are presented. The paper concludes that it not only the nature of the issue and the scope that have so far led to the failure of the negotiations to obtain a new airport of El Prat but also the fragility of the GTI-4 ad hoc coalition and the lack of autonomous and central government institutional support and not the internal organisation of the associations involved.
