  La Ley 2/2023, de 20 de febrero, reguladora de la protección de las personas que informen sobre infracciones normativas, ordena un complejo dispositivo de comunicación de informaciones y, en su caso, de protección a los informantes. Ahora bien, este dispositivo no es apto para comunicar cualquier incumplimiento legal, sino que está limitado a un doble ámbito material que se superpone: de un lado, el ámbito material referido a determinadas infracciones del Derecho de la Unión Europea; y, de otro lado, el ámbito relativo a las infracciones del ordenamiento español.

  Law 2/2023, of 20 February, that regulates the protection of those who report on regulatory violations, establishes a complex system for the communication of information and, if necessary, for the protection of informants . However, this system is not suitable for communicating any legal breach, as it's limited to a double overlapping material scope: on the one hand, the material scope referring to certain infringements of European Union Law; and, on the other hand the scope relating to infringements of the Spanish legal system.
