    Los procesos de desarrollo departamental cerrados y excluyentes pueden generar impactos negativos en las comunidades multiculturales que habitan en la jurisdicción de Santander y afectar su estructura y operatividad local y regional; por lo tanto, los objetivos del trabajo se enfocan en realizar un análisis crítico de la participación ciudadana en las dinámicas de ordenamiento territorial desde la perspectiva del Buen Vivir, que permita identificar los aciertos y desaciertos de dichos procedimientos. El estudio documental de tipo mixto, con enfoque interpretativo, de corte transversal, cuenta con estructura hermenéutica que posibilita caracterizar, analizar y sintetizar, tanto la revisión documental que fundamenta teórica y conceptualmente la relación entre los procesos participativos de desarrollo territorial y la noción de buen vivir, como el análisis del proceso participativo llevado a cabo en el marco de la formulación del plan de ordenamiento departamental de Santander. Los resultados permiten plantear una serie de recomendaciones para la optimización de dicho plan desde la perspectiva del buen vivir.

    The closed and exclusive departmental development processes can generate negative impacts on the multicultural communities that live in the jurisdiction of Santander and affect its local and regional structure and operation; therefore, the objectives of this study are focused on carrying out a critical analysis of citizen participation in the dynamics of territorial planning from the perspective of Buen Vivir, which allows identifying the successes and failures of said procedures. The documentary study of mixed type, with interpretative approach, cross-sectional, has a hermeneutic structure that makes it possible to characterize, analyze and synthesize, both the documentary review that theoretically and conceptually bases the relationship between participatory processes of territorial development and the notion of good living, and the analysis of the participatory process carried out in the framework for the formulation of the departmental planning plan of Santander. The results allow us to make a series of recommendations for the optimization of this plan from the perspective of good living.
