    This study focuses on the analysis of innovation in Local Public Institutions, namely in the mu-nicipalities of the Intermunicipal Community of Beiras and Serra da Estrela (CIM BSE). The objec-tive is to identify patterns of innovation in these institutions and to understand the factors that influ-ence innovation in Local Public Administration (APL) services. For this purpose, Cluster Analysis was used as methodology, to analyse the positioning of the different Municipalities in terms of in-novation, and Scheffe's mean difference test, to identify the main characteristics associated with the best innovation performance in these institutions. The information was collected by a survey ad-dressed to the 15 Municipalities of the CIM BSE. The study contributes to a better knowledge of the theme and allowed us to conclude that the number of employees and their academic qualifications do not influence the most innovative behaviour of BSE Local Municipalities. The dynamics of in-novation in APL institutions is associated with those whose objectives to innovate are based on increasing the efficiency and quality of services, the improvement of online services, the satisfaction of the citizen and the improvement of working conditions; to active leadership and the high costs toinnovate as the main barrier to innovation

    O presente estudo centra-se na análise da inovaçãonas Instituições Públicas Locais, nomeada-mente nos municípios da Comunidade Intermunicipal das Beiras e Serra da Estrela (CIM BSE). O objetivo é identificar padrões de inovação nestas instituições e perceber os fatores que influenciam a inovação nos serviços da Administração Pública Local (APL). Para o efeito, utilizou-se como metodologia a Análise de Cluster, para analisar o posicionamento dos diferentes Municípios em termos de inovação, e o teste de diferenças de médias de Scheffe,para identificar as principais ca-racterísticas associadas aos melhores desempenhos de inovação nestas instituições. A recolha de informação foi feita por meio de um inquérito dirigido às 15 Autarquias da CIM BSE. O estudo contribui para um melhor conhecimento da temática e permitiu concluir que o número de funcioná-rios e as suas habilitações académicas não influenciam o comportamento mais inovador das Autar-quias da BSE. A dinâmica de inovação das instituições da APL está associada aquelas cujos objeti-vos para inovar assentam no aumento da eficiência e da qualidade dos serviços, na melhoria dos serviços online, na satisfação do Munícipe e na melhoria das condições de trabalho; à liderança ativa e aos custos elevados para inovar como principal barreira à inovação
