Resumen de Segurança pública no Rio de Janeiro: reflexões sobre a militarização da vida

  The purpose of this article is to present reflections on the militarization of the Public Security policy in Brazil and to analyze the process of remilitarization of Rio de Janeiro during the federal intervention in 2018. It is proposed to problematize the so-called “crisis of the state” that justified the renewed process of occupation of the Armed Forces in Rio's favelas, which resulted in a significant increase in the number of deaths under the banner of “law and order” and “citizen security”. It is affirmed that the militarization of life, territories, and Public Security is legitimized by a racist ideology that historically allows the control and neutralizes the extermination of the young black people and the population residents of the periphery of the large cities.

  O objetivo deste artigo é apresentar reflexões sobre a militarização da política de Segurança Pública no Brasil e analisar o processo de remilitarização da cidade do Rio de Janeiro no decorrer da intervenção federal, em 2018. Propõe-se problematizar a chamada “crise do Estado” que justificou renovados processos de ocupação das Forças Armadas em favelas cariocas, com significativo aumento de mortes sob a bandeira de “lei e ordem” e “segurança cidadã”. Afirma-se que a militarização da vida, de territórios e da Segurança Pública é legitimada pela ideologia racista que permite historicamente o controle e a naturalização do extermínio da população negra, jovem e moradora das periferias de grandes cidades no Brasil.
