    Semi-presidentialism appeared in Africa in the 1990s, with the opening of the democratisation process. This was not a pure coincidence but a well-thought-out choice: this political regime seemed to be the right institutional solution to carry out the process of democratisation. Yet, while semi-presidentialism still dominates on the continent, the democratisation process is still constrained by institutional problems.

    Le semi-présidentialisme est apparu en Afrique dans les années 1990, alors que s’ouvrait l’ère de la démocratisation. Il ne s’agissait pas d’une simple coïncidence, mais au contraire d’un choix mûrement réfléchi : ce régime politique semblait être la solution institutionnelle adéquate pour mener à bien le mouvement de démocratisation. Or, si le régime semi-présidentiel est toujours dominant sur le continent, la démocratisation bute encore sur la problématique institutionnelle.
