Bases para el perfeccionamiento de la administración pública del agua en Cuba

    El objetivo del artículo es elaborar las bases para contribuir a mejorar el funcionamiento de la administración pública del agua en Cuba, identificando las principales limitaciones de la efectividad para el cumplimiento de las funciones estatales del Instituto Nacional de Recursos Hidráulicos, su actualización y proyección de mejoras. Para ello, fue necesario aprobar la Política Nacional del Agua y elaborar las normas jurídicas. Se utilizaron diferentes métodos: análisis documental, criterios de expertos, análisis y observación y técnicas estadísticas. Se concluyó que se deben actualizar las normativas, la estructura y organización del sector, ordenar la actividad de investigación, desarrollo e innovación y utilizar la comunicación e informatización. Además, se debe contar con el registro de las aguas terrestres, el aseguramiento financiero para la ejecución del Plan Hidráulico Nacional y se determinaron las bases de la gestión integral del agua con enfoque participativo y territorial y la creación de las organizaciones empresariales, con los indicadores del encargo estatal.

    The objective of the article is to elaborate the bases to contribute to improve the functioning of the public water administration in Cuba, identifying the main limitations of the effectiveness for the fulfillment of the state functions of the National Institute of Hydraulic Resources, its updating and projection of improvements. For this, it was necessary to approve the National Water Policy and develop legal regulations. Different methods were used: documentary analysis, expert criteria, analysis and observation, and statistical techniques. It was concluded that the regulations, structure and organization of the sector should be updated, ordering the research, development and innovation activity and using communication and computerization. In addition, there must be a record of land waters, financial assurance for the execution of the National Hydraulic Plan and the bases of comprehensive water management with a participatory and territorial approach were determined and the creation of business organizations, with the indicators of the state commission.
