    Los atentados del 11 de septiembre de 2001 en Nueva York marcaron un antes y un después en la forma de entender el terrorismo en el espacio internacional. Desde ese momento, la vulnerabilidad mostrada por el avance del terrorismo de corte yihadista ha expuesto la necesidad de que las distintas instituciones internacionales lo sitúen como uno de los principales objetivos en sus legislaciones. En el marco de actuación de la Unión Europea, como territorio especialmente castigado por el terrorismo yihadista, una de las premisas esenciales ha sido el refuerzo de la cooperación y prevención frente a la amenaza creciente del fenómeno terrorista. Como podremos comprobar, el contenido de las normas en la lucha contra el terrorismo ha tratado de abarcar la totalidad de las actuaciones en las que los grupos terroristas han diversificado su actuación.

    The attacks of September 11, 2001, in New York marked a before and after in the way of understanding terrorism in the international space. Since then, the vulnerability shown by the advance of jihadist-type terrorism has exposed the need for the different international institutions to place it as one of the main objectives in their legislation. Within the framework of action of the European Union, as a territory especially punished by jihadist terrorism, one of the essential premises has been the reinforcement of cooperation and prevention in the face of the growing threat of the terrorist phenomenon. As we will show in the article, the content of the regulations in the fight against terrorism has tried to cover all the actions in which the terrorist groups have diversified their actions.
