This study shows how children who come from disadvantaged social classes depend on public funding to access public education, which does not ensure the full conditions to develop all the aspects that comprise the educational process. Thus, this study was based on a descriptive and analytical approach that involved a survey and quantitative analysis of the money disbursed by households allocated to education. In addition, an interview was implemented to survey and understand the meanings of financial outlays for families and communities. The results show that partial financing would allow families to require minimum income and financial means to ensure schooling conditions or, otherwise, children would face the risk of lagging, dropping out and resignation from the educational process. This problem which, is based on depending on financial means to exercise a right, shows the weakness of the Paraguayan State to guarantee the principle of universality.
O estudo mostra como os filhos de famílias de classes sociais desfavorecidas dependem de financiamento público para ter acesso à educação em estabelecimentos de gestão pública, o que, no entanto, não garante todas as condições para o desenvolvimento de todos os aspectos do processo educacional. O estudo baseou-se numa abordagem descritiva e analítica do objeto. Isso envolveu um relevamento e uma análise quantitativa dos valores desembolsados pelos domicílios para a educação, além da técnica de entrevista que revelou a compreensão dos significados dos gastos financeiros para as famílias e comunidades. Entre os principais resultados, verifica-se que, com o financiamento parcial, as famílias exigem de mínimos ingressos e meios financeiros para garantir condições de escolarização ou, caso contrário, seus filhos correm o risco de ficar para trás, desistir e ser demitido do processo educacional. Este problema crítico, de dependência de meios financeiros para exercer um direito, explica a fragilidade do Estado paraguaio para garantir o princípio da universalidade.
